Can Philly be the Greenest City of the Union without PA being the Greenest State of the Union?

Michael Nutter has stated multiple times that his goal is to make Philadelphia the greenest city in the country. Actually, the website of the Mayor’s Office of Sustainability says that much on its homepage.

The question I am raising is prompted by a recent report from the Environmental Integrity Project (EIP) that ranks the top polluting coal fired electricity plants in the country based on data reported to the US Environmental Protection Agency (EPA) by the utilities operating those plants.

Pennsylvania has 3 of the top ten coal fired polluting plants in the country:

#3. Genon’s Shawville Station, PA

#7. Edison International’s Homer City Plant, PA

#9. FirstEnergy’s Bruce Mansfield Power Plant in Shippingport, PA

Pennsylvania is the only state to have the honor to have 3 plants on the list of the top polluting energy plants, followed by Michigan with two plants. And Pennsylvania ranked #1 for arsenic and lead pollution coming out of the smoke stacks from those plants.

The Environment Protection Agency released a new web based tool that provides a census and map location of GreenHhouse gas emitting industrial facilities by state or by county within a state. The tool enables to see  GHG emissions by quantity of emissions and by type for the large air polluting industrial facilities located in a state.
